We do teach men to behave themselves. A real man would not behave in an unseemly way toward a woman who was entirely naked. But should women then feel free to run about naked?
Hypothetically, as long as all the men around were real men then she should be safe.
Breaking in to houses to steal things is never the fault of the householder even if he leaves the door unlocked. But we know that there are thieves in the world so we lock our doors.
Women know that some men have evil intentions so they restrict their nudity to the privacy of their lavatories and bedrooms. They avoid public exposure by using segregated facilities. They dress appropriately for the time and place.
Even in places where nudity or semi-nudity is deemed to be safe, there are deep spiritual reasons to be guarded about one's body no matter the intentions of others. I have started a discussion of that here and here and will undoubtedly continue it in additional posts.
